The rule was introduced to prevent learners and third-party services from securing tests at lower-demand centres with the intention of moving them later to higher-demand locations. After the test was moved there, the learner’s next available alternatives were the three centres nearest Watford: Borehamwood, Pinner and Mill Hill.
