How Is the Examiner Shortage Making Driving Test Waiting Times Longer?

Did you know that some learners across Great Britain are now waiting more than 20 weeks for a practical driving test? With around 70% of test centres reportedly reaching the 24-week limit, securing a suitable appointment can disrupt work, study, lesson schedules and plans to obtain a full driving licence. 

For learners who are already test-ready, waiting several months can be particularly frustrating, especially when suitable cancellations are difficult to secure. 

The situation is also creating uncertainty for learners who need to plan lessons, arrange access to a suitable vehicle and coordinate their test around existing commitments. While booking bots are often blamed for limited availability, the deeper issue is the shortage of qualified DVSA examiners available to conduct tests. 

Tighter controls on automated bookings may improve fairness, but they cannot increase the number of tests conducted each day. The examiner shortage therefore remains a key factor behind the persistent backlog.

Why Is the DVSA Struggling to Recruit Examiners?

The driving test backlog is not simply the result of higher learner demand. A major constraint is the limited number of qualified examiners available to conduct practical tests. When examiner numbers remain below the required level, test centres cannot increase appointment capacity, even when learner demand continues to rise.

Recruitment Has Fallen Short

The DVSA has faced challenges in maintaining examiner numbers across its network. Despite 19 recruitment campaigns since 2021, the agency reportedly achieved a net increase of just 83 examiners against a target of 400. 

In 2025, more than 11,000 people applied for examiner roles, but only 327 were successfully recruited. This gap makes it difficult to expand testing capacity quickly enough to reduce existing waiting times.

Staff Turnover Adds Further Pressure

Recruitment alone cannot solve the problem if experienced examiners continue to leave. The DVSA loses around 12% of its examiner workforce each year, with pay, workload and working conditions among the factors affecting retention.

New examiners need time to complete training and become fully operational, while vacancies left by departing staff reduce the number of tests that can be offered in the meantime. For learners considering a fast-track driving test, this limited examiner capacity can make suitable appointment availability particularly difficult to find.

Why Anti-Bot Measures Have Not Solved the Wait Times

Strict regulations have been introduced to prevent third-party bots and automated reselling scripts from manipulating driving test bookings. Under the current rules, learners must manage their own test appointments, including bookings, changes and swaps.

While these measures can make the booking process fairer, they do not address the underlying shortage of test capacity. Removing automated systems may reduce unfair competition for cancellations, but it cannot create additional examiner hours or test appointments.

For learners planning a 5-day driving crash course, this distinction is important. Completing intensive training within a short period does not guarantee an immediately available test slot. 

A test centre with four examiners can only conduct a set number of tests each day, regardless of how appointments are booked. Without sufficient examiner capacity, the number of available test appointments remains limited.

How New Learners Are Adapting to New DVSA Test Booking Rules

The updated DVSA regulations have changed how learners manage practical test bookings. As learners are now required to take direct responsibility for their bookings, driving schools have adapted their support and processes accordingly.

  • Manage their own bookings: Most driving schools now expect pupils to book and manage their practical test through the official DVSA portal.
  • Test readiness is considered first: Instructors may recommend booking only when a learner has reached the required standard for the practical test.
  • Waiting times affect lesson planning: Limited availability means learners may need to coordinate their lessons, test date and instructor availability carefully.
  • Booking support differs between providers: Some schools offer guidance on the booking process, while others leave learners to manage the appointment independently.
  • Check what the service actually provides: Terms such as “test booking support” can cover different services, so learners should check whether they are receiving guidance, alerts or assistance with the booking process.
