Why Can't Driving Instructors Book Tests for Learners Under 2026 Rules

Driving test booking rules changed across England, Scotland and Wales in 2026. You may have noticed that your instructor can no longer arrange the appointment on your behalf. So, if you are a learner driver‚ you are now responsible for booking a practical driving test in the UK from 12 May 2026․ It is one of a series of DVSA changes that give learners more control over tests they take‚ and help reduce practices that have previously made it difficult to provide sufficient test availability․

Why Did the DVSA Change the Booking Rules?

Before the 2026 changes, a driving instructor could book and manage a practical test for a learner. That is no longer permitted. The person taking the test must now make the booking themselves and remain responsible for any changes, swaps, or cancellations.

The change is not simply an administrative requirement. It puts the learner directly in charge of an appointment that is ultimately theirs. When you search for information about how to book practical driving tests in the UK, it is therefore important to understand that the official booking must be made by the candidate rather than handed over entirely to an instructor or another third party.

GOV.UK also makes clear that another person can still help a learner with the process when the learner is present. The important difference is between helping someone book and booking a test for someone else.

What Your Instructor Can Still Do

The new rule does not remove your instructor’s involvement. They can still help you prepare for the booking and make sure the test date fits your training plan.

Your instructor can:

  • Discuss when you are likely to be ready
  • Recommend a suitable test centre
  • Provide their instructor reference number
  • Help you understand the booking process
  • Check their availability for the selected appointment
  • Arrange lessons around your confirmed test date
  • Provide the appropriate vehicle for your practical test

The instructor reference number is particularly useful because adding it during the booking process allows the system to check whether the instructor is available for the selected test.

What the Learner Is Responsible For

The learner now has to take ownership of the appointment. That means choosing the test, making the booking and dealing with any permitted changes.

There is also less room for repeatedly moving an appointment around. Under the 2026 rules, learners can make two changes to an existing car practical test booking. A change can involve the date, time or test centre, while swapping an appointment with another learner also counts as a change.

Once both changes have been used, another appointment cannot simply be moved again. In many situations, the learner will need to cancel the existing test and make a new booking.

Test Centre Changes Are More Restricted

The location rules have also changed. Since 9 June 2026, learners cannot freely move their practical test between test centres across the country.

A test can generally be moved only to:

  1. The original test centre
  2. One of the three nearest test centres to the centre where the test is currently booked

This is particularly relevant for learners taking intensive courses. If your training is based around a specific area, choosing an appropriate centre at the beginning can save you from using one of your limited changes unnecessarily.

Be Careful With Cancellation-Finder Services

The 2026 changes also affect how learners look for earlier appointments. Unofficial websites and apps that scan the DVSA book driving test for cancellations are no longer allowed. 

DVSA can take action when its booking service is misused. This can include suspending online access or canceling a booking.

For learners, the practical takeaway is straightforward:

  • Use the official booking service
  • Keep control of your own appointment
  • Do not give another person independent control of your booking
  • Avoid unofficial cancellation-finder services
  • Think carefully before using either of your two permitted changes
