DVSA Abandons Seven-Week Test Target: What UK Learners Need to Know?

DVSA Seven-Week Test Deadline Dropped

DVSA delivered more than 2.16 million car practical tests in 2025–2026, beating its own annual target. Yet learners are still struggling to find suitable dates. More tests should mean shorter queues, surely? Demand has proved harder to keep up with.

Now, the deadline for bringing waiting times down to seven weeks has been dropped. The goal remains, but there is no fixed date for reaching it. If you are planning a driving test booking, that leaves a practical question: how do you organise lessons, work and everything else when your test date feels so uncertain? Let us understand in detail.

What Has DVSA Actually Dropped?

In its September 2026 report, Intelligent Instructor explains that DVSA no longer has a fixed deadline for bringing national car practical test waiting times down to seven weeks or fewer. It has not scrapped that ambition altogether.

The DVSA Annual Report and Accounts 2025–2026 records “No date set” against the seven-week measure. Its reported waiting-time outcome was 21.5 weeks, compared with 21.9 weeks the previous year. These are reporting-period figures, rather than a prediction of the appointment you will find today.

This concerns England, Scotland and Wales. Northern Ireland uses a separate booking service.

Why Are Learners Still Waiting?

The annual accounts show that DVSA delivered 2.169 million car practical tests during 2025–2026, exceeding its 1.975 million target. Yet demand remained high, and examiner capacity could not respond quickly enough.

The report also identifies difficulties with forecasting demand and scaling the workforce. More tests were delivered, but that alone did not bring waiting times close to seven weeks.

For learners, the practical problem is uncertainty. Should you keep paying for weekly lessons? Take a break? Accept a date that feels too soon? Those decisions need a conversation with your instructor, rather than a guess based on a national target.

What Should You Do Before Booking?

Before you book your driving test, ask your instructor for an honest assessment. Which skills still need work? Can you drive safely without regular prompts? Build your timing around those answers.

Use the official GOV.UK service for your dvsa driving test booking. Current guidance says learners must make their own car test bookings; instructors cannot do it on their behalf.

Also, check the boring details. Is your instructor available? Can you use their car? Will you need time off work? An earlier appointment is only useful if you can actually attend it prepared.

Conclusion: How Can You Use the Waiting Period?

Give each lesson a purpose. Perhaps roundabouts still feel rushed, or your observations become inconsistent when traffic builds. Work on those specific gaps.

If your test is some way off, discuss a manageable lesson schedule. Avoid spending weeks repeating comfortable routes simply to fill the time.

For help with preparation and your dvsa practical test booking, LIDT offers driving lessons and guidance through the booking process. You can complete the car test booking yourself. Speak to our team about a plan that suits your experience and availability. Connect now!

FAQs

1. Has DVSA scrapped the seven-week goal?

No. The goal remains, but the cited annual accounts give no fixed date for achieving it.

2. Does everyone have to wait 21.5 weeks?

No. That is a national reporting measure, not an individual waiting-time guarantee.

3. Can an earlier appointment become available?

Yes. GOV.UK says appointments can appear when another learner changes or cancels their test.

4. Should I stop lessons while waiting?

Discuss this with your instructor. A lighter schedule may suit you better than stopping completely.

5. Will an intensive course guarantee an earlier test?

No. Training can help you prepare, but an earlier appointment still depends on availability.
